"He did not meet our medical requirements," CSAC Executive Director Armando Garcia told Sherdog.com. "We hope that in a week or so we can receive the right paperwork and we can discuss and clear him to have him fight in California."
Riggs' agent, Ken Pavia, said his client was removed from the card after he disclosed that he'd taken prescription medication a few days earlier. In California, all combatants are required to fill out a pre-fight medical questionnaire listing all medications a fighter has recently used.
"Joe disclosed everything he consumed," said Pavia. "He had a prescription for everything. One of them he took three days ago. [He] wasn't sure if it was going to be in his system."
Pavia said the 25-year-old former state wrestling champion provided documentation of his medication to a CSAC physician, including paperwork for a prescription pain reliever.
After he was told his license would not be approved, an emotional and vocal Riggs was escorted from the weigh-in by his agent Pavia.

After a process that saw him matched up with three different opponents, Luke Stewart's fight has been pulled from tonight's Strikeforce show due to there not being a replacement available for Drew Fickett. Fickett had been inserted into the fight after Joe Riggs was denied a license by the CSAC, but had to withdraw when the MFC promotion that Fickett is set to fight for on July 25th exercised their 45-day non-compete clause in their contract with Fickett.
Riggs had orginially been brought in to replace Shonie Carter, who had to pull himself from the fight due to a hand injury that he thought would prevent him from being cleared to fight by the CSAC. Apparently, Fickett's attempts to fight on the Strikeforce show raised eyebrows with the MFC management and a heated exchange between Fickett's camp and MFC's camp took place soon after MFC caught word of Fickett taking the fight.
This is not the first problem that has arisen with Fickett taking fights against the wishes of promoters as he was taken out of the EliteXC Welterweight Championship match, now set for July 26th, because he took a fight on June 7th in Arizona. This despite pulling out of a title match against Jake Shields scheduled for June 14th on Showtime with a knee injury. Fickett's shot then went to Nick Thompson, who will tangle with Shields on CBS Saturday Night Fights for the title.
What do you expect? The comedian is dead.
