Microsoft just confirmed that New Xbox Experience will launch globally on November 19.
The Xbox 360 UI update will be in released in 24 countries and localized in 19 languages
The news comes out of Microsoft’s TGS keynote, which is still ongoing.

It will be a "soft-Mod", Via the Xbox live Marketplace. When you sign into XBOX Live on that day, You will be prompted to download the new Update.... Im not sure on the length of the download though, However they did say that you DONT have to download it if you dont want to.
